Guadalupe, Zacatecas – June 9, 2025 – Governor David Monreal Ávila strongly condemned the recent immigration raids carried out in California, United States, under the orders of President Donald Trump. He rejected the inhumane and degrading treatment of Mexican nationals and instructed state authorities to immediately begin locating any Zacatecans who may have been affected.

Expressing his solidarity with the migrant community, the Governor deplored the actions of the U.S. administration, especially toward Mexican nationals. He announced that, in coordination with the Government of Mexico and its consulates, steps are being taken to identify and support detained compatriots.

During the Flag Honors ceremony held at the Secretariat of Public Security, Governor Monreal Ávila denounced the raids, describing them as shameful and contradictory for a country whose economic, social, and cultural greatness has been built on the contributions of generations of immigrants.

“It is unacceptable to treat as criminals those who have been the cornerstone of progress—particularly in California. We join the criticism expressed by California Governor Gavin Newsom and Los Angeles Mayor Karen Bass, who have emphasized that the state’s prosperity would be inconceivable without migrants,” he said.

Governor Monreal stated that from the moment the events were made known, he instructed the Secretariat for Zacatecan Migrants to establish immediate contact with consular services in Los Angeles and to send a formal letter to the Ministry of Foreign Affairs requesting detailed information about the arrests.

“We need to know how many Zacatecans—and Mexicans in general—have been affected by these raids. We are vigilant and will not rest until their well-being is ensured, as we have done since the announcement of the new U.S. immigration policy under President Donald Trump,” he asserted.

The state leader fully endorsed President Claudia Sheinbaum Pardo’s call to promote dialogue, humanism, and international cooperation as essential tools for addressing the global migration crisis.

“The excesses and abuses committed under this policy have strained international relations and harmed migrant communities. We demand that human rights prevail and that a dignified and respectful solution be pursued. We hope reason and humanism triumph over intolerance,” he stated.

Monreal reaffirmed his solidarity with the migrant community—especially those of Mexican origin—and expressed his willingness to collaborate with federal institutions to mitigate the impact of these actions on Zacatecan communities abroad.

Separately, Governor Monreal praised the outstanding work of the state’s security forces, whose coordinated efforts have transformed the reality in Zacatecas. “Thanks to the combined efforts of the Mexican Army, the National Guard, State Police, and municipal and traffic police, we have achieved an 85% reduction in homicides since 2021. This peace-building strategy—based on cooperation, trust, and sound public policies—has reduced crime across the board and has become a national model.”

He noted that May ended with a significant decline in crime rates and that June began with the same downward trend—results that he credited to the dedication of every member of the security forces. “Today, I reaffirm our commitment to strengthening our police institutions by improving facilities, ensuring ongoing training, and providing social security and fair benefits.”

Governor Monreal expressed his confidence that Zacatecas is on track to have one of the best police forces in the country, as the impact of peacebuilding is already evident in the state’s economic and social recovery.

The improved security climate has attracted investment, revitalized tourism, restored business confidence, and increased road traffic. “Everyone is doing their part, and this has led to these positive outcomes. From frontline operations to logistical support, every role is essential to continue improving conditions in Zacatecas.”

The civic ceremony was attended by Major General Isaac Bravo López, Commander of the 11th Military Zone; Vicente Dimayuga Canales, National Guard Coordinator; Rodrigo Reyes Mugüerza, Secretary General of Government; Arturo Medina Mayoral, Secretary of Public Security; Adilene Rosales Romero, State Delegate for the Welfare Programs; Francisco Esquivel Cruz, Delegate of the Attorney General’s Office; Juan Carlos Valdivia Meraz, Deputy Prosecutor of Procedural Support; Carlos Moreno Sánchez, Chief of Station for the National Intelligence Center; and Osvaldo Cerrillo Garza, Technical Secretary of the Federal Government’s Peace and Security Coordination Board.

Also present were Ginés Jaime Ruiz García, Deputy Secretary for Police Operations; Rafael Lomelí Martínez, Deputy Secretary for Prevention and Social Reintegration; Rafael Fuerte Mendoza, Director of the State Preventive Police; and Manuel Eduardo Flores Sonduk, Executive Secretary of the State Public Security System.
